10:00 - 11:00 a.m. Tree Ordinance Stakeholders and the Importance of Specifications
In this session, we will discuss working with different stakeholders, including residents, private sector, utilities, and development. This session will dive into the importance of specifications, and showcase the City of Charlotte’s specifications and processes.
Henry Kunzig, City of Charlotte
Henry Kunzig is the Urban Forestry Program Manager for the City of Charlotte. He graduated from Western Carolina University with a degree in Natural Resource Management, with a focus in forestry. Henry began his career with the North Carolina Forest Service, where he served for 11 years before transitioning to urban forestry with the City of Charlotte in 2017. Since then, he has advanced from Urban Forester to his current role, where he leads a team of Urban Foresters who are focused on sustaining and enhancing Charlotte’s urban canopy.
11:00 a.m - 12:00 p.m. Tree Ordinance Enforcement
In this session we will explore the steps of developing a tree ordinance, assess the pros and cons of where ordinances are housed, review how the City of Raleigh structures and applies its own ordinance, and gain insight into effective compliance and enforcement mechanisms.

Specializing in the City of Raleigh’s Tree Conservation Ordinance, Chris has played a pivotal role in implementing and advising on policies that balance development and environmental preservation.

12:30 - 1:30 p.m. Tree Protection in Unincorporated and Suburban/Rural Areas
Who protects trees in suburban, ex-urban, and rural areas? We will discuss tree and land preservation strategies, as well as the concept of cost-share employees (splitting an arborist between multiple towns).
Keith O’Herrin, Union County
As the Urban Forester for Union County, Keith O’Herrin, Ph.D. serves an ex-officio role on the TreesUnion Board of Directors. He is also on the board of the North Carolina Urban Forest Council, as well as the Urban and Community Forestry Society, a national professional membership organization. In Union County he helps 10 small towns and cities manage their urban forests. He also works with Union County Public Schools to introduce youth to trees and nature as a career path. He holds a Bachelor of Science in Urban Forestry from University of Wisconsin – Stevens Point, a Master’s Degree in Public Administration from Texas State University, and a Ph.D. in Urban Forestry from Virginia Tech. He is an ISA Certified Arborist with a Tree Risk Assessment Qualification, and a North Carolina Registered Forester.
