Strategies for Effective Tree Ordinances

Speakers: Paul Ries, PhD, Insightful Nature and Chad Meadows, AICP, CodeWright Planners

Effective public tree ordinances are a key ingredient in a successful municipal urban forestry program. But many cities struggle to find the right balance in developing, administering, or evaluating a tree ordinance. Dr. Ries will discuss philosophies, processes, and strategies for making your tree ordinance as effective as it can be. 

Chad Meadows will briefly cover the legislative framework for tree provisions in North Carolina, including: distinctions between tree retention and tree protection standards, activities that are exempted from tree retention provisions, limitations on clear cutting in advance of development applications, the differing stances on local government authority to adopt tree retention requirements, tree retention approaches that do not require any sort of legal authorization, and the range of provisions that should accompany any tree retention or protection requirements.
